District sets 2013 tax rates

Updated Sept. 9, 2013 — The Stillwater Board of Education set the school tax rates for the 2013-14 school year after receiving final equalization rates set by the state.

Using final assessment figures provided by the four towns in the district and equalization rates set by the state, the new tax rates are as follows:

The tax rates differ between the towns because, as is often the case in school districts that span multiple municipalities, properties in different communities are assessed at varying levels in relation to full-market value. The state assigns each town an “equalization rate” in an effort to fairly distribute the amount of taxes each town must pay.

Because of the uncertainty that surrounds final assessments and equalization rates until after the budget vote, the district emphasized the tax levy—the figure it controls—versus the tax rate in budget meetings and informational materials leading up to the vote.

Residents approved a budget proposal of $22,014,251 in May. The tax levy increase for 2013-14 is 1.93 percent, the exact amount estimated at the time of the May vote.

The tax levy is the total sum to be raised by the school district after subtracting out all other revenues including state aid. The tax levy is used to determine the tax rate for property owners in each of the towns that make up the school district.

Tax bills will be mailed at the end of August, and are due by Sept. 30 without penalty.

Payments may be mailed in care of Dawn Mellon, tax collector, Stillwater CSD, 1068 Hudson Avenue, Stillwater NY, 12170, or made in person at the Stillwater CSD Business Office (located in Stillwater High School) or at the Stillwater branch of the Ballston Spa National Bank.
